Check the web site of your mouse manufucture for specific Vista drivers and software that may provide this functionality to legacy apps. In the case of the VB/VBA editors, which share the same source, they say those who wrote it left long ago and no one is brave enough (or cares enough) to crack it open again.

I'm thinking a clean installation would have got you a working mouse. I'm also thinking that removing the drivers/software for the mouse while you were still under WinXP and then upgrading to Vista would have worked. No idea how to fix the issue at this point -- other than the clean installation, of course.
